How to use the Server REST API to get inline comments from pages with attached PDF/HTML/Image files?

This solution is being worked through a secure connection with an internally hosted server. The inline comment ID can be seen through the html when viewing the page attachment and the comment through a browser, but I'm not able to identify the method needed to extract the content of the comment ID and any associated fields. I have noticed that the page comments behave in a similar fashion, though the content of these comments are readily available to collect with the Server REST API.

This is all in an effort to make the inline comments associated with page attachments easily viewable during a review process. (Without the need to dive into each attachment and view the comment threads individually)
