I can not install ARC42 on Confluence 7.13.5

I want install ARC42 on Confluence 7.13.5

In old Confluence is installed old Version. Now i have new Server 7.13.5 and i am on Site

I download this https://github.com/arc42/arc42-template/raw/master/dist/arc42-template-DE-withhelp-confluenceStructured.zip 

Than i habe ZIP . I tried install as ZIP and in unzipped it. But install is not possible. What can i do ?

We have Confluence on Ubuntu

That does not look like a Confluence app at all.  Could you explain more?

yes it is APP in Confluence. You can do things like Visio...
In our old Confluence it is installed. Now i installed new Version.

Nope, the link you've given us is absolutely not a Confluence app.   It's a file with two (non java) metadata files and a couple of binaries in it, there's none of the structure of a Confluence app in there.
