I created a global template for a project plan.  I need to insert a few lines of text that could not be edited by any individual that generates a new page using said template.  Is there a feature or plugin for Confluence that could enable this?

Welcome to the Community!

No, you can't restrict editing of part of a page, people can either edit a page or they can not.

What you could do is split it up - put the bit you want to protect on a different page and include it in the main page instead.  You can then change the permission to edit on the included page.

Note that this will not stop editors on the main page removing the "include".
