Is there any way to set a default for the "Show as Link/Thumbnail" feature? Globally? Per user?

This question is in reference to Atlassian Documentation: Display Files and Images

Some Confluence users want to always show attachments as links without having to explicitly set a value. Is there any way set a preference either globally, in the space or per user?
