Better Content Archiving for Confluence is the go-to app for requirements like this and generally for content lifecycle management for Confluence.
UPDATE:
The good news is that Better Content Archiving for Confluence Cloud is now available on the Marketplace!
The server/data center version will have the ability to mark blogs as expired and archive them very soon (this is one of the top requested features.)
The reason it comes later is that the development of the cloud version is prioritized currently.

You may create a space with name Archived and outdated and move respective pages. You may ask your Confluence admin to set access permissions or restrictions to that archived space.

Blog posts are a special type of pages :)
You can move them to a space with restricted access, or, if they still need to be available, move them to an archived space.
