I have made a working copy of a page on our Confluence site, and enabled access as such;
confluence-administrators - ALL access
confluence-users - view, add, not delete
anonymous - view
I expected, and wish, to be able to view the content on the page without login, but the server is not allowing an anonymous user to access this page.
Under global permissions, have you enabled anonymous access?
User profiles are disabled, use of confluence is enabled.

We have a course through the issue now, to create a copy of a space which does not have this issue, et cetera.
It doesn't fix anything, but it allows us to maintain as we are.
I suspect the issue is with the RefinedTheme addon for Confluence, not allocating resources appropriately once it assumes administration.
