What happens when you attempt to add the additional users? Do you get an error message?
You'll want to check your database to get a list of active users counting towards the license.

In the past we tried to use the Crowd Server application to manage the users but we have had some problem and so we decided to disconnect it.
Now when we go to the User Management page we cannot see the "Create User" button to add new users and we can access the Confluence environment only with the users created previously (only 4...).
