Page Properties Report - Include Text filter not working

I have a page properties report that includes ALL rows.  Now, if I copy that to a new page and Add a Filter as Include Text using "OPEN" and save it still shows ALL rows.  I have also tried |status|open| to no avail.

Please do not suggest an addon macro as that is not an option.  I had this working for other reports but seems to be ignoring things now.  Any ideas?
