Page properties report can't find page properties in footer

Page properties tables are kept in our page footers, so general users can edit pages without interfering with the page properties admin maintain.

Unfortunately, even when assigning an id to all the page properties macros, the page properties report macro can't find any of the data from the footer. 

Is there something I'm missing that'll make the page properties values show up in a separate page properties report table, or is this just a symptom of the footer/page properties macro combination?
