Page properties report does not pick up linked headings

After upgrade to 7.13.1 the page properties report differentiates linked and non-linked headings:

Same problem here on v 7.19.18

But it does seem inconsistent. Sometimes it works and sometimes not. I suspect if there are zero non-linked versions appearing in page properties then it may recognise the linked ones?
