We have confluence and Jira application connected with Crowd.
We have active users in crowd some of them got Jira and Confluence License.
But we are facing problem in confluence that some of the users are only part of Jira application they are active users but those active users not part of the confluence means not in the Confluence-users group but they are counting in confluence License.
If i made them as inactive in crowd they will loose Jira license too.
We have 1800 active users among which 1800 are in jira-users group and 1500 are in confluence-users group, but instead of counting 1500 confluence license that is counting 1800.
How to fix this issue?
The problem was with user directories.
Crowd directory and confluence internal directory were enabled.
Both directories have had duplicate users so one user was counting 2 licenses.
I had disabled the Internal directory and my license count reduced.

try to check Global permission page in Confluence administration - <URL>/admin/permissions/globalpermissions.action
In section licensed users you can find all groups/users counting into used licensed users.
