Anchor link opens new tab

We have a page full of links and anchors. The anchors and links are all on the same page, no links to anchors on a different page. Recently, the links open an entirely new tab when clicked instead of jumping down the page to the anchor. This was working fine. Has anyone experienced this oddity?

I also have this problem. I'm on Confluence Server 6.8.2.

I haven't noticed the behavior change on existing pages, nor have I checked.

However, on a brand new page, I have a link on the page that is an anchor:

And it always opens the anchor in a new tab.

BTW, opening in a tab vs opening a new window is a browser setting. But in this case, it should still stay on the page and scroll to the anchor, without opening a new tab or window.
