Can only managers create team spaces?

I am not seeing the option to create a space other than my personal. Can only managers create team spaces?

  It all depends how your confluence instance is configured.  Your confluence administrator can change this setting in general configuration > global permissions.  Here they can give individuals or groups access to create spaces.

The global permission page allow the admin to grant user the permission to use confluence, create personal space, create public space, and become a admin.
