We are using the hosted version of confluence.
Currently we don't have a lot of documentation, but the number of docs is growing.
I'd like to modify the home page that is shown to users navigating to confluence, but this setting doesn't seem to have any effect. is this by design?

That's weird. I just did it and it works on the cloud instances I have. When a Home Space is not set, there is nothing above "Activity."
Then I go to Settings > Further Configuration and change from dashboard to a Space.
Then it appears above "Activity" and serves as the instance's default homepage.
If that isn't working on Cloud, you should open a support ticket.

just changed it to a different space and it worked now (although it doesn't look like what i'm after, but that is a different question...) Thanks :)

Are you making the change from "Look and Feel"? Make sure about the theme you selected.
Also check the "Welcome Template" under "Global Templates and Blueprints".
I will suggest to make the changes in a Dev environment before trying them in Production.

Oops sorry for the confusion you should have a test instance just good practice I know you will have to pay for an extra one.
The changes you make at the template level can be reversed. Same goes with the look and feel. Good practice to try them somewhere else before publishing the change in Production.

@Lior Talsame goes with Server version we only have 2 themes. if we want more then we will have to buy a plugin.
Adding some HTML and CSS can make a difference on your site however be careful because if you miss a tag you may face some issues like the instance can go down.

on the atlassian marketplace i could find around 5 different plugins for themes.... its kinda weird. for wordpress u have thousands if not more (just an example)

To be honest I tried 2 different plugins and ended up with the one that come with Confluence. I like simple design but also I faced a major issue the plugin starts giving me some weird behavior.
