We have Confluence 5.6.6 with the Adaptavist Community Forums version 2.3. Our users are unable to add attachments to comments or replies made in the forum. They get a pop up telling them
"You are not permitted to attach files on this piece of content. You may want to contact space admin for permissions to do this"
I have confluence & space admin access. The attachments add & delete options are enabled for all users in the space under Security => Permissions.
How can I enable attachments?

This shouldn't be an issue caused directly by Community Forums - Forums does not prevent attachments unless the topic is restricted.
I've just tested this in a local instance and have found this behaviour can appear on any page - regardless of whether it's a forum or not. It appears when pages have the editing permission restricted to the user (see attachment 1, which is from a page that is not a topic).When this is set on any Confluence page, attachments in comments can only be added by those with edit page permission. I believe this is because attachments are added to the page, not to the comment.
Community Forums has a parameter which sets this permission for all Forum topics (using Confluences in-built functionality). To turn this off with Community Forums, you can go into the forum macro and uncheck the restrict editing of topic to author (see attachment 2). This means that no editing restrictions will be applied to topics.
There may be a bug as to whether Community Forums is applying this restriction correctly however the intention is that Community Forums utilises Confluences trusted permission scheme rather than re-implement our own on top of Confluence where possible. I've raised this with our QA team to investigate further and to double check that this particular permission is working as we intended.

Just an update, I've looked into this further and our documentation could be clearer on this matter. We'll update the documentation accordingly and add further clarification on this parameter as well as improving the description in the macro editor. It's important to note that this permission only works if the user/group has the "Add/Delete" permission enabled at the space level.
