You can stop all Confluence notifications by following the steps below but this is not recommended:
Note that this works only on Server installations.
For Cloud, you don't have the option to turn modules off, it's a restricted function.
The answer for Cloud is to get your users to work through [Confluence Notifications|https://confluence.atlassian.com/doc/email-notifications-145162.html] and turn down/off the frequency of adds, autowatches and so-on.

Users can stop watching the sites or pages in order to stop receiving email notifications. In your profile, enter in Watches option and stop watching whatever you want.

I wouldn't personally disable all notifications in the system settings. Instead, give your users the option to stop watching pages and adjust notification settings.
As part of new user setup, I have all my users update these settings to make sure they don't get spammed.
