How do you watch the Confluence server release notes page?

How do you watch https://confluence.atlassian.com/doc/confluence-release-notes-327.html? I would like to receive emails whenever a new Confluence update is released. 

https://community.atlassian.com/t5/Confluence-questions/Confluence-upgrade-notification/qaq-p/1095310 and https://community.atlassian.com/t5/Confluence-questions/How-do-we-get-notifications-when-a-new-version-of-confluence-is/qaq-p/977171 mention watching the page, or using an RSS option, but I don't see an option for either on the page. Am I missing something?

In my understanding, to watch the page, you would at least need viewing rights for the underlying confluence page. When accessing the underlying confluence page at https://confluence.atlassian.com/pages/viewpage.action?pageId=327 I was redirected to the scroll viewport at  https://confluence.atlassian.com/doc/confluence-release-notes-327.html. So no luck there.
