Yes confluence is a Wiki not a stright out cloud strorage solution like box.netor dropbox.com, but with a little management you could use confluence like a basic cloud storgage solution.
I would make a directory of pages that would act like your 'folders' and then use some of the native attachment macros to show documents on each of the pages. You can craete a directory page, so people know the pages (folders) available and even add searching capabilities.
Then with native confleunce versioning you can ensure you track each new version of a file (just make sure to upload each file with the same name) - the system will then track who uploaded and when for you.
