Whilst I am very eager to have my user community collaborate on pages, and edit them jointly, I need to start to restrict the capability to add pages, as people are putting them in the wrong places, and creating new pages rather than adding content to existing ones.
So, I need to be able to allow a group of users to edit pages but not add them.
I have tried just giving them View rights to the space, and then using Page Restrictions to give them edit rights to specific pages, but unfortunately the space-level rights over-rule the page level ones so this doesn't work.
Any suggestions>

You're correct, the "Add" permission will cover both scenarios. So I'm afraid there isn't a way to allow a user to edit a page but not to add pages. Sorry for that.

To achieve this goal about your pages you can set the default space permissions, so you can restrict your users to add pages, see below how it works:
So basically you can create a group, then add your users to this group and so restrict the permissions of your spaces to this group and unchecking the option "add pages". I hope this helps.
