I have a list of priority 1 and priority 2 issues across all projects displaying on a confluence page. Is it possible to add user filters on top of this that will dynamically filter the list based on the project?

Example: 10 issues are visible across project A, project B and project C. I want to be able to click the button/link to show just the issues related to project B.

The exact solution to your problem can be resolved with an add-on. It is a popular add-on that allows a free trial but will eventually cost you.

See

For cloud, https://marketplace.atlassian.com/plugins/com.stiltsoft.confluence.plugin.tablefilter.tablefilter/cloud/overview

For server,

If you want a cost-free solution, try using a two-dimensional filter on a Confluence page where you can see if Project is an option to have on one axis and the other axis can be Priority.
