We have a content manager for our wiki (Confluence) and she has space admin privileges for all spaces. However, she is still unable to view restricted pages (I'm aware she can remove the restriction as a space admin, but we don't want to do that). Is there a way to give her permissions to view all restricted pages without giving her super user permissions?

as far as I know the only way is to use the restricted pages view in the space admin section to first remove all the restricitions and then add it back, but with her as additional modifier. Or use it, to get the information who you can contact. That's what you can do out of the box.
There is a plugin which enables you to change our user in a user who can access the page, but you need at least confluence-administrator priviledges for that.
