@Bastian Stehmannalready mentioned the relevant pages. Please be sure to check out the version of the page that matches the version of Jira / Confluence you want to install.
It is strongly advised that you only use databases and their versions stated on the supported platforms pages. Other database and version may work BUT Atlassian won't provide any support for them because they are not officially supported by them.
So it's best to use the last supported database version. In your case for Jira 7.12 and Confluence 6.12 it is PostgreSQL 9.6.

That's surprising, because PostgreSQL 9.6 only supports Server 2012 R2 and earlier; PostgreSQL 10 and 11 are required for installation on Windows 2016.

Atlassian will start working on adding PostgreSQL 10 support for Jira Server in the near future and will be reflecting the status on JRASERVER-65910.
Please join there, vote for it and set yourself as a watcher. You'll receive an update there on our progress going forward.
We've also planned adding support for PostgreSQL 11. See JRASERVER-68578 for updates.

Thank you very much for a quick response. I saw that references but thought that maybe they were not refreshed for a while with current version of PostgreSQL.
We are going to perform fresh install of Jira and Confluence and i am looking forward to use it with 10.6 jr probably 11.1. I see that there a way to update JDBC version for Jira. Steps will be the same for Confluence, or it is not possible for Confluence? Could you please advise. I need it as there will be no approve to upgrade the Database later, so we need to have as fresh version as it possible. Thank you very much in advance.

the Suppported Platforms are up-to-date, so there is no offical support for this new version. You can try to use it, but you will not get any support by Atlassian, if there are problems.
