Many of our users are having trouble opening documents from our confluence pages.
When they click on the attachment they directly get a download instead of getting the option to open or download the attachment.

i detected the same behaviour and confluence opening the pdf from the preview-pdf-plugin (flash embedded) sometimes as an attachement and sometimes as download. There are 2 seperate urls:
as attachement (example):
http://confluence-server.de/download/attachments/12609075/DE_vpx5_topvideosoftware_1303_einzeltest.pdf?api=v2
as download (example):
http://confluence.de/rest/quickreload/latest/12609075?since=1366102244394
Solution:
Opening the attachement-site and go to the properties of the pdf-file and set the right content-type: application/pdf
Hello, this is a late response but you might find it to be usefull. The Link Preview (https://marketplace.atlassian.com/plugins/com.xpandit.plugins.linkpreview-confluence) is a great Confluence Utility. You can preview PDF documents, images and webpages, without downloading them.
Try it now.

I have this problem also running C5.1.1. Atlassian say this is a known problem and is deliberate to prevent a security issue. They give a fix involving to reset the security policy for downloads. However, the option they say to tick in the admin console does not exist in my version (despite them saying it does!). Anyone know a solution?
I cannot see a way to set any options for the pdf file settings. In some cases the attached pdf just opens as it always used to with others it opens the windows exporere and asks where I wish to store the file (I don't).
