I created a new space and created some new pages. When I edit I cannot find the notify watchers checkbox at the bottom of the page. I can see the checkbox when I edit any other pages which belongs to other spaces.

If your Publish button is in the top right-hand corner of the page, then you are on the new editing experience. Watchers are notified automatically, but you can publish without notifying:

Thank you for following-up on this. To clarify, while the feature does still exist in the legacy editor template, it has not yet been included in the new editor template. This is why it requires a separate feature request.
Have a look at our Confluence Cloud Editor Roadmap. Here, can find out about which features already exist in the new editor, which features you can expect in the future, and any other missing functionality between the two editors.
As for going back to the legacy editor, it's absolutely still possible! Learn about Confluence Cloud editing improvements for more details:
All new pages are now created using the new editor.
You can, however, continue to create pages using the legacy editor by selecting the Legacy Editor Template. Pages created using the legacy editor will remain as-is until converted by you.
If your Confluence site doesn't have this template, you can contact Support to have it enabled for you.
If you're not the primary site admin, you'll need to have your administrator raise that ticket. Also, if you're a site admin but of a Free Cloud site, please raise a new question on Community, and the Support Team will be able to follow-up with you on that request.
