I am using confluence cloud version and I have a table inside the panel box which links to specific topics using anchor. when i am using the anchor name it is taking me to the page i mentioned but not to the anchor name.
Example: Order Management is the page and Invoice collection is the subtopic
I have created a table of categories in the home page that will redirect to the subtopics using Anchor but its not taking me
I have used Order Management#Invoice Collection in the link

Above is an example of how an anchor link should look.
Is your anchor a heading? If so, I would recommend to simply edit the page that you want to link to, temporarily insert a "Table of Contents" macro, click "Edit", and then in the preview window you will have links to all the headings in the page, and you can copy and paste the link to the necessary spot, probably to the other page in another tab. After you're finished, simply close and remove the Table of Contents macro.

Nope it's still not working. I tried the trick which you suggested but once i remove the table of contents it is again taking me to the page but not to the specific heading in the page. It is just taking me to the top of the page

Often times this has to do with the link traversing spaces. Are you linking in the same space?
I am sure that you already saw this but here is the documentation on anchors - https://confluence.atlassian.com/confcloud/insert-links-and-anchors-724764900.html
