We can't edit or delete first inline comments on conluence pages, because in the pop-up window of comment is no button "Menu" (...) with these actions.
But editing and deleting response comments is available.
Does anyone know why?
We restasted (disabled/enabled) system add-on "Confluence Inline Comments" and cleared Confluence plugins cache, but it doens't help :(

)@Taranjeet Singh thank U. We have already checked it. Users have permissions and all 53 modules in the Confluence Inline Comments add-on is enabled.

@Tae Bae Hello! We have this same problem. The first inline comment CANNOT be edited or deleted, while the responses CAN be edited and deleted.
Were you able to solve the problem? Any help would be appreciated.

FYI, we found the cause of our problem and fixed it. We have customized our header.vm file at
<install-directory>/confluence/decorators/includes/header.vm
When we last upgraded, we didn't properly transfer our customizations into the newly installed header.vm file. This resulted in some new settings not being present, including these:
#putMetadata('remote-user-has-browse-users-permission', $action.userHasBrowseUsersPermission)
#putMetadata('render-mode', $action.accessMode)
I believe these settings are involved in passing access and permission levels down into the page as it's rendered, and without one or both of them the ellipsis menu on inline comments was not being displayed.
After restoring the newly installed header.vm and adding our customizations to that file, the ellipsis menu is now properly displayed and we can edit our inline comments.
