Does the move of page is considered as a change?

In confluence, you are able to move a page or a set of pages sometimes people do without pay attention to it.

How to see who do the job ? 

I have no trace of this kind of action in the history of a page ?

There is a suggested change which has been open for 14 years, so it may not be implemented any time soon.
