There doesn't seem to be an option to insert a LaTeX block or Inline.

I don't think you'll find that as an embedded function. There's this plugin, it adds a Latex macro to Confluence, but I'm not sure that will include Confluence Question.
You may also be able to add the LaTex language format to the code macro, available in Confluence Questions. If you have a file describing the language, you should be able to add it in a page like this:
http://myconfluence.com/admin/plugins/newcode/configure.action

Even only adding bog-standard set notation to a Confluence page is a right PITA and copying Unicode from Wikipedia "Math Symbol" pages is very disrecommended.
MathOverflow can do it, why not here?
(And seriously, I would love it it Confluence input mode would behave like StackExchange with added tables, this "What You See Is All You Get" approach (and sometimes less) is not the best)

You can choose inline/ block mode when you add LaTeX. As well as, it provides real time preview and selectable formula entry UI so you can easily add and edit formulas.
