Welcome to the Atlassian Community!

One of the common cause for such issues is when the users are not added to the Space Permissions. Users might have been added to the page (via page restrictions), but not on the space ? Can you please confirm if that has been checked already ?

Hi Aparna, as space admin you can -

1. Go to the space and choose Space tools > Permissions from the bottom of the sidebar
2. Choose Edit Permissions.

If you don't have space administrator access, you won't see that option and might have to check with the confluence admins to help you further with this.
