JIRA CLI function runFromCSV follows LIFO or FIFO?

I have a confluence page, which contains the Run Macro, users attach a csv file on the confluence page and then click the run button to create/import issues inside JIRA.

Does the runFromCSV follow LIFO or FIFO, it is not parallel. 

I did a few large concurrent runs and it seems to be executing last query first.

It should be FIFO. If you see its LIFO, encourage you to create a support request to trigger investigation.
