Jira roadmaps only works for next-gen projects that have the roadmaps feature enabled. Classic projects also wont show up in the dropdown.
See https://confluence.atlassian.com/jirasoftwarecloud/roadmap-957979308.html for more info.
Do you have permissions to see the projects?

Hi Nic,
Yes, I have the browse project permission.
This problem is typically weird because the project dropdown in the macro configuration window is showing projects from all JIRA instances connected to the confluence.
The projects have versions and release dates as well.
JIRA version - 7.2.2
Confluence version - 5.9.4
for some reason, I can't comment on your question so putting it as a separate answer.
