Is there a 'practical' limit to the number of macros per page? I recently started with a new company where it is routine in some spaces to have up to 20 nested and unnested macros. The page loads are slow and there is a significant lag when editing. The poor performance seems to be only these pages.

I think, actually, you may have found that practical limit and it's less than what you have. This sounds like they moved from SharePoint to Confluence and, with SharePoint's limitations, one often has to build pages like this.
Probably, you'll find these are also rather large and long pages. If this is the case, I recommend breaking them into smaller sub pages under a parent page with a single macro on the parent to show the children. "Navitabs" plugin does this very well with its "Child Tabs" element.
I have some of what I thought were massively complex pages but this is beyond the pale. Very likely the split to smaller chunks rather than trying to do it all in one page is a thing.

Your recommendations are spot on. I’m taking a step back and seeing the whole before tackling pulling apart the pages. It seems there is also some duplicity.

Cool.... feel free to reach out again if you want suggestions... As you're doing this, also keep in mind the... users.... and navigation. Short pages as subs to parents are not only faster but makes jumping around a given "document" much easier as the sidebar and any navigational aids you put on the pages will show where the reader is and where they might want to go.
