When having an announcement banner enabled and starting to edit a page longer than a screen when scrolled down the toolbar is hidden beneath the Announcement banner.
Steps to reproduce:
- enable a announcement banner
- create a long page
- scroll down
- scroll a bit up to trigger the edit button to appear
- click edit
Then the toolbar is on the page, but beneath the announcement banner and is thus not usable. When clicking the button while being at the top of the page, this works as expected.
I tried to report a bug, but that gave an error that I don't have the privilege to assign a ticket, but the form does not have an option not to assign, so that wasn't helping.

In favor of a better user experience, in Announcement Banner for Confluence v1.0.3-RELEASE the announcement doesn't bother you anymore while editing a page.

I believe the banner was placed similar to this Jira banner manual:

If so, this might not be a general confluence bug
Don't have an admin login, so not complete certain.
btw browsers on which this happened where firefox and chrome on MacOS (not tested on other OS/browser)
If this option isn't available, I can check later when a colleague who has an admin account is present.

The Jira document you sent won't work the same in Confluence, as the only two built-in banners we have for it are the ones listed on the article I sent.
If you have a screenshot you can share of the current banner it might help us to help you narrow down the source of it.
Otherwise I can wait for you to speak to your colleague and we can go from there.

As we performed the maintenance that was announced, we removed the banner again. So unfortunately I can't make the screenshot at the moment.
Also, we didn't use any method from the link in your first post, so I expect that we use the plugin and you can thus see this question as answered as far as I'm concerned.
