We are currently evaluating Comala Document management to only make available "published" document to normal users (not administrators).
The goal is:
The issue is with 3. since we are able to hide a page that is freshly created but if there is one page "Published" then edited (back to "Draft" state), it is hidden to every non-admin users.
The expected behavior would be to constantly display the "Published" versions of a page. If it is edited, the Draft page can be viewed and edited by the author (and admins) but the normal users can still view the previous "Published" one.

Confluence Cloud is a different platform with different capabilities, for this reason Comala Document Management Cloud does not have same-space publishing.
You may want to consider Comala Publishing for Cloud which provides between-space publishing to allow you to keep your draft space page content separate from finished work in a public space. It integrates with Comala Document Management to automatically publish documents to the target space when they reach the final state.
