The documentation says,
"If you delete a file or image in the editor, the attached file isn't deleted.
Go to > Attachments to delete the attachment completely from the page."
The only place I see that icon () is in the lower-right corner, and the only options there are Preview and Delete Unpublished Page.
I don't think this is a permissions problem, because I have no problems adding images.

click on the paper-clip icon next to the title. There you can manage your attachments.
And its is right that if you remove an image of a page (where text is written) it doesn't vanish from the attachments.

And, it can be a permission problem, too. There is a permission called "Delete Attachments" also as "Add Attachments".

I wanted to delete it completely. It sounds like a permissions problem. I'll bring it up with my admin.

Is deleting files from attachments when deleting from a page in editor something that will be implemented, or is at least requested? This should of course be an option if you don't want to do that. It is extremally annoying to go through multiple attachments and delete one by one by looking on the filename or opening each one individually to make sure you delete the right one.
