We have a scenarios where in org. it's required to port confluence instance to aws/IAAS.
And that requires regenerating Licenses but with a new company/org name due to some internal splits/restructuring.
Have sniffed through confluence docs and FAQs but no satisfactory leads are there.
So the queries are:
a) is it doable, to regenerate Licenses with a different company name or we need to go for newone?
b) If userbase is splittingup, can we also accordingly tailor license ( i suspect no, but to be double sure )

I guess that it all depends on how your company will look like for now on. If it is just changing names, you can raise a SAC issue to ask Atlassian to change your license company name. Then, use the same license to migrate to cloud.
Now, if you are creating two different companies and intend to use the same license, that, unfortunately, might not be possible, unless both companies are accessing the same instance. If you need two different instances, then you need to purchase two different licenses. This also responds to your last questions, it is not possible to tailor the license.
