We've been using Confluence version 3.1.1 for quite some time (almost 6 years). We are planning to use version 5.4.
Here is my plan/action:
1.) Backup confluence version 3.1.1 via admin page (full backup)
2.) Restore full backup of version 3.1.1 to confluence version 5.4
Notes: Version 3.1.1 and Version 5.4 resides on different servers
Questions:
1.) Is it possible to for the backup of version 3.1.1 to be restored on version 5.4?

No, this will not work.
You need to do
3.1.1 -> 3.5.17 -> 5.0.3 -> 5.4

Just a follow up. :)
I tried manually XML backup my Confluence version 3.1.1 using the Backup Admin page. After an hour or two the page just turned blank, I'm sensing it timed out.
Btw, to give you an idea on our current stats of our Confluence:

Er, have you read the upgrade docs at all? They give you the methods you need to do this move. (I'm not sure about 3.11 to 3.5 myself, it's been years since I looked at 3.11, but from 3.5 onwards, the recommended method is not the backup, it's to point a new install at an old database)

Just read the upgrade docs and you're right about the pointing of databases.
Based on the docs, this I should do:
1.) Backup the old database (v3.1.1)
2.) Install v3.5.17 and point to the old database (v3.1.1)
3.) Backup the old database (v3.5.17)
4.) Install v5.0.3 and point to the old database (v3.5.17)
5.) Backup the old database (v5.0.3)
6.) Install v5.4 and point to the old database (v5.0.3)
Just for clarification,
1.) Is the steps that I mentioned above is the corrrect path to v5.4?
2.) As on pointing the Confluence new version to the old database version, does this mean that the new version will update the old database version's tables/schema? Removes the old ones and create then migrate to the new ones?

1. Yes. Although I'd recommend doing some testing between each step to make sure the changes to the data have left you with a healthy system.
2. Correct. Almost. Each upgrade will make changes to the database. It doesn't make copies and migrate though, it directly alters the tables in most cases.
