Pressing the up and down arrow keys seem to do exactly the same as pressing left or right (navigate between columns, but not between rows). Not sure if this is a bug or a "feature", but either way it seems to require a fix ;)
Alternatively, are there any other hotkeys for navigating vertically in a table?

Gorzan, this was a Chrome bug that should have been fixed in 4.0.5 as per https://jira.atlassian.com/browse/CONF-23234,
Can you just confirm that's the version you're on? If it is, can you also try doing it on http://confluence.atlassian.com which is running 4.1 - just find any page and start a comment and test it there then cancel it. I'd be interested to see how you go with that.
Jason, as you'd gather, if you're on 4.0 you'll be hitting the bug, an upgrade should fix it. You might also like to test out 4.1 onhttp://confluence.atlassian.com

I tried the 4.1 on confluence.atlassian.com, and it seemed to work there.
According to the footer on our site, we're on 4.0.5. I'll try contacting our admin and request an update. :)

I've been looking for this too .... I thought maybe a modifier key (ALT, CTRL or SHIFT) plus the down arrow might work, but no help. I'm also using Chrome & XP, with Confluence 4.0
