is it possible to use a 10-User JIRA server instance as a backup/repilca of a 250-User server instance?
We would be using it as a backup (and/or archive) for our projects, schemes etc. but not for our user directory, because in case of a breakdown, its more important for us to keep the data rather than all users. Also pricewise it would be attractive.

No. This will not work the way you would like it to.
But, there is a far better option. You can create a standby for production Jira using your "development" licence. This matches your production licence (250 users), and has several uses, including backup/failover/standby servers. Go to your "my.atlassian" account, find your current licence and look beneath it for a "developer licence" link.

Yes, using developer license is the best option. However, do note that the instance using developer license is not meant to be used by end users. This should be used for backup/ standby/ patching etc.
