For Self-Hosted Instances:
1. Click on cog at the Confluence header and choose "Confluence Admin"
2. Under "Users & Security" choose "Security Configuration".
3. Click any of the "Edit" buttons on the page and find the "Attachment Download Security Policy" section.
4. Select the "Insecure: Display all attachments inline" option and click "Save".
Following the instruction I have a problem with point 3. I don't find "Attachment Download Security Policy" section.
We have Version 5.1
Do you have some ideas where this policy can be?
Thanks in advance
Hi Sure,
I believe you're facing a cache issue. The older files are already stored on your user browser's cache, so you'll need to clear the cache in order to force the download when clicking on the attachment.
I hope it helps!

http://confluence.xxx.de/admin/editsecurityconfig.action
is similar you mentioned. Old attachments will be open in the browser, the new one only download (as described in the article) it is confused for the users, that the same files have different behavior.

What is the URL you see when looking for that option? It should be <CONFLUENCE_URL>/admin/editsecurityconfig.action
.
Do you have any plugin installed which may affect the way attachments are managed?
