Please verify if confluence user account (with which confluence application is running) has the Full Permission to both the 'Confluence_Home' and 'Confluence_Install' Directory.

Hi,

what are you trying to do? Are you working on Windows or Linux? Did you check the processes / services if another Confluence is already running? Maybe the installer has been started on the server before.

With just this information it's pretty difficult to give you a hint...
