This has been raised as a bug, which can be found here:
Cannot copy the page using a direct copy page URL
I encourage you all to watch and vote for it, so we have an accurate representation of affected users. Watching will also make sure that you are notified when this is fixed in a future release. You can also add a public comment to the bug itself, if there are any additional information you would like to share about how it affects your team

Same issue after we updated to 8.5.4 Confluence Server.

Starting with Confluence 7.19.14, we identified this to be caused by the "Scroll Versions" plugin (we used Scroll Versions v 4.4.0).
Upgrading to Scroll Versions Version >4.5.3 should do the trick (Release Notes: "Fixed bug preventing users from copying pages, ...").

Also on our Confluence 8.5.3 Server. Seems like there is no fix for that...
