I would imagine that you would be receiving errors in the application log when viewing this page. Can you tail the application log and navigate to this page again to see if any errors show up?

The button has either been removed for two reasons:
Recommendation is to remove the customisation temporarily and see if the edit permission button returns.
Depending on the answer for that, you can then look at fixing the customisation or changing the permissions.
