I have exported from FrameMaker to Word and then used the Word import feature in Confluence. Another option is HTML output from FrameMaker and HTML import to Confluence (see other questions regarding HTML import. And yet another option is PDF export from FrameMaker, PDF to Word, and Word import to Confluence.

Word is a widely used product and often a good source of data suitable for Confluence. Framemaker isn't. So no-one has written an importer yet.
