password policy?

I'm in the process of moving from an old version of confluence to 5.4. in the existing install (3.1.1) , when users sign up for an account, they are made to choose a password with one of each of the below

a-z

upper/lowercase

numerical

special character

In the new install (5.4) i need to know if this is enforced, and if so, how to make changes so users can select just alphabetical and numerical.

no default password policy in place in confluence

I suggest you to try it out. If it don't meet your requirements, consider this plugin https://marketplace.atlassian.com/plugins/com.intenso.confluence.plugins.confluence-password-policy.
