I am trying to identify the users that are going against my license. When I look at the users page I see all the users in the ldap directory, which number in the thousands. How can I just see the 23 users who have been granted access?
If you go to Administration > Group permissions you will see which group/s that have permission to use Confluence, then go to Groups and click on the group to see which users belong to it.
Thanks for this answer Mikael, I can use it to determine active and perhaps obsolete users. I still believe Atlassian should be providing a better solution. Showing every person in my LDAP (AD) directory is not useful ever. But if we want to have SSO we also have to see every user in the company (more or less).

In Confluence, the License details page will indicate the number of users allowed to use Confluence (registered users).
This is calculated based on the settings of the 'can use' global permissions on the confluence site.
Go to Administration --> Global Permissions
The number is the distinct sum of users from all the groups having the 'can use' permission
