table of content links not working

We're running Confluence v5.9.4.  We have more than one table of contents in which the links no longer worker.

One of our customers discovered that if the TOC is encapsulated in a TOC Zone, then the links do work.

This is browser independent.

Any ideas?

We have the same problem on 5.9.6...
