SAML as secondary authentication with the Confluence Server mobile app

Is it possible to use SAML to sign in to the Confluence Server mobile app when "Use SAML as secondary authentication" is set in Confluence Data Center?

It seems like it'd have to be set to primary authentication, but there are a mix of users that sign in through OKTA and some that sign in through local accounts.

In DC, solution we did via revers proxy wrapper
