[SOLVED] Confluence upgrade disregards base url

After upgrading our confluence from 6.7.0 -> 6.13.5 our confluence instance stopped using the base url. This has the following symptoms (visible in screenshot)

• css is not properly loaded.
• No links work by themselves.
• hand-modifying links makes them work, i.e. I can modify the login links and actually login to confluence. 

The only indication of problems in catalina.out involve possible memory leaks from processes started which weren't stopped. I'm not sure that they relate to this issue. 

I confirmed that the baseurl setting was still proper in the database as per https://confluence.atlassian.com/confkb/how-do-i-manually-change-the-base-url-310378877.html 

In the screenshot you can see the url includes /knowledgebase/ whereas when I hover over a link there is no /knowledgebase/ anymore. 

Has anyone seen this before?

If you continue to have the problem, can you share with us the results of the inspection of Developer Tools in Chrome when loading the page? Please also outline your upgrade process, and what type of database and server you are running.
