Scrolling window occludes left side of tool bar with left nav bar, also whole toolbar goes away

Testing/evaluating Confluence 7.10 Data Center, finding that the left side of the top blue toolbar get occluded by the top of the left side bar when scrolling. This happens when the instance banner is on (we have one saying this is a test instance), or the temporary admin banner is on. I also see that the top tool bar can scroll off the screen in this case as well.

Is this a known issue for this version?
